fine多数时候作形容词用，有以下意思

1 acceptable

2 healthy

3 very good

4 weather

5 narrow

6 delicate

7 small

8 bad [only before noun]

9. speech / words


以及

singapore is a fine country, 有两层意思，一是新加坡是个不错的国家，二是新加坡也是一个以罚款著名的国家，随地吐痰要罚、乱丢垃圾要罚、好像随便骂人也要罚、还有很多很多
